TOM BUTTERFIELD

President

Tom was named president of Western Pacific in 2022 and is responsible for guiding the company’s strategic growth and well-being and developing industry talent in safe working environments. Before becoming president, he was regional vice president supervising the performance and advancement of operations in Western Canada. He originally joined WPE in 1990 as an apprentice, developing his skills in the trade before leaving in 1996 to pursue major transportation projects worldwide. In 2013, he returned to WPE as transportation division manager before advancing to regional vice president. 

With more than 30 years of electrical construction experience, Tom has vast expertise in management, operations, and developing strong client relations. He is a Red Seal Electrician and a licensed Class A Electrical Field Safety Representative (FSR). He received a business management and marketing diploma from Capilano University in North Vancouver and studied science at The University of British Columbia.

WAYNE FETTBACK

Director of Safety & Procurement

Wayne has spent the past 30+ years in the electrical construction industry. Wayne is responsible for developing and overseeing the implementation of WPE’s safety programs and procurement processes, and also serves on the board of the BC Construction Safety Alliance as treasurer. He joined WPE in 1992 to manage accounts payable and proceeded to become a Certified Management Accountant (CPA-CMA) in 2001. 

In addition to Wayne’s financial education, he completed training and certifications in the WorkSafe claims management program, conflict resolution, construction safety, and electrical safety training programs. He has a long history of supporting industry associations and is a trustee for both the Joint Electrical Industry Welfare Plan and the Electrical Industry Bursary Fund BC. He is also the acting chair of the Council of Construction Association Board and is a board member of the Construction Industry Rehabilitation Plan.

DEREK FETTBACK

Vice President

Derek was promoted to vice president in 2021. He joined WPE in 1997 as an apprentice, progressing through his career by managing a diverse range of commercial, industrial, and utility projects. Throughout his tenure, Derek has acquired vast expertise in project management, estimating and cost controls, and developing long-lasting client relations. 

Sharing his more than 25 years of electrical construction experience, Derek serves on the board of directors for two industry organizations: the Electrical Contractors Association of British Columbia and the Vancouver Regional Construction Association. He holds master electrician and project management licenses from the Northern Alberta Institute of Technology, is Professional Gold Seal Certified (PGSC), a Red Seal Security Installer and Electrician, Crane Safe certified and has undergone electrical trades training at the British Columbia Institute of Technology.

GARY BOWSHER

District Manager

Gary has been a district manager for Western Pacific since 2019, where he leads a team of operations managers, project managers, project coordinators, project engineers, construction managers, and superintendents to successfully deliver design-build, transportation, healthcare, WWTP, and commercial projects across Western Canada. He came to WPE in 1995 as a journeyman. Since then, he has held roles of increasing responsibility, including foreman, superintendent, substation and utility project manager, and operations manager. 

With more than 30 years of electrical construction experience, Gary is highly skilled in project management, operations, budgeting, and cost controls. He takes pride in developing strong client relations throughout the lifecycle of each project. Gary holds a Red Seal Electrician license and has completed supervision and leadership training programs as well as various equipment and safety certifications.

SHAWN WYNDHAM

District Manager

Shawn joined WPE in 2005 as an electrical apprentice and quickly rose through the ranks, eventually becoming operations manager in 2018. In 2021, he was promoted to district manager, where he now leads a team of operations managers, project managers, project coordinators, project engineers, construction managers, and superintendents to successfully deliver high-voltage, industrial, institutional, and commercial projects across Western Canada. 

With more than 20 years of experience in the electrical construction industry, Shawn is expertly skilled in project management, EPC project delivery, design and engineering management, and procurement of industrial and high-voltage projects. His education includes Project Management Professional (PMP), Professional Gold Seal Project Management (PGSC), Crane Operator certifications, a Red Seal Electrician license, and electrical trades training at the British Columbia Institute of Technology. Shawn also supports the industry as co-chair of the ITA Construction & Heavy Construction Sector Advisory Group and is a Western Jets Board of Directors member.

MIKE NEWBY

District Manager

Mike joined WPE in 2002 as an electrical apprentice, quickly progressing through the ranks before becoming operations manager in 2018. Mike was promoted to district manager in 2023, where he oversees special projects and WPE’s service division. He leads a team of project managers and large site crews, whose service areas include transportation, institutional maintenance, healthcare, electric vehicle charging station installations, and more.

With more than 34 years of experience in the electrical construction industry, Mike is expertly skilled in project management, EV infrastructure, substations and utilities, commercial and institutional projects, and special project management. His education includes Interprovincial Red Seal Electrician license, FSR A Master Electrician license, and Supervisor Training in Accident Reduction Techniques. Mike has managed notable projects such as BC Hydro’s province-wide Revenue Assurance Program, electrical services for Simon Fraser University’s Burnaby campus, and systemwide ATCS support for Thales on Metro Vancouver’s Skytrain system, all ongoing, long-term client contracts.

DAVE MANSON

Business Development & Estimating Manager

Dave joined WPE in 2019 as a project manager, where he demonstrated well-honed leadership skills as electrical project manager for the Trans Mountain Expansion Project. Dave was promoted to business development and estimating manager in 2023, leading efforts to explore new business opportunities and project pursuits.

With more than 25 years of experience in the electrical construction industry, Dave provides expertise in project management, estimating, scheduling, and budget and cost control. His education includes Project Management Professional (PMP), Red Seal Electrician license, and Professional Gold Seal certification. Dave has also trained in Electrical Estimating and Electrical Site Supervision with the Construction Safety Association of Ontario (CSAO), Construction Law with Ontario General Contractors Association (OGCA), and Project Management Levels 1 and 2 with the Canadian Construction Association (CCA).

ROBERT BAMFORD

District Manager

Robert joined WPE in 2023 to oversee our health care division as district manager for major hospital projects that presently include Vancouver’s new St. Paul’s Hospital, the redevelopment of the Cariboo Memorial Hospital in Williams Lake, and the new Dawson Creek and District Hospital.

Robert brings more than 30 years of electrical construction experience to his role with Western Pacific. He completed his electrical trade certification in the UK, prior to emigrating to Canada in 2004. As project director for Plan Group Inc., he managed the electrical construction team for the new Grande Prairie Regional Health Centre, a 750,000 sq. ft. acute care facility. In 2019, he relocated to Vancouver to assume the role of Director for the BC Region of Plan Group. Over the past three years, Robert served as a member of the board of directors for the Electrical Contractors Association of BC (ECABC).
